This EdTech Hub Helpdesk Report was created in response to a request from the Southeast Asian Ministers of Education Organization Regional Open Learning Centre (SEAMEOLEC) to support a comprehensive review and analysis of governance practices for Open and Distance High Schools (OHSs) across Southeast Asia. This rapid policy and evidence scan synthesises national policies, regulations, and guidance documents alongside resources from international institutions to examine how OHSs are governed, regulated, and integrated within formal K–12 education systems. Evidence is organised through a comparative scan of country-specific frameworks and cross-cutting institutional guidance, with a focus on institutional mandates, regulatory instruments, financing, quality assurance, teacher capacity, and equity. The report synthesises policy-relevant insights to support rapid comparison and learning across contexts. The analysis also identifies key enablers for resilient and sustainable OHS governance, including policy coherence, multi-level accountability, inclusion-focused delivery models, and monitoring and evaluation systems, to inform ministries and stakeholders engaged in strengthening or scaling open and distance secondary education.
