While Education in Emergencies (EiE) practitioners benefit from well- established frameworks such as the Inter-agency Network for Education in Emergencies (INEE) Minimum Standards for Education: Preparedness, Response, Recovery, existing guidance offers limited direction on how to integrate education technology (EdTech) into EiE programming effectively. A recent EdTech Hub (EdTech for Education in Emergencies: A review of existing guidance and minimum standards) review highlights that available EdTech guidance is often general and insufficiently addresses critical issues, including pedagogy, equity, cost-effectiveness, scalability, procurement, and maintenance. Developed in response to increasing donor and government investment in EdTech in crisis-affected low- and middle- income countries (LMICs), this guidance document provides preliminary, evidence-informed recommendations, drawing primarily on research and best practices from crisis contexts, supplemented where necessary by evidence from broader LMIC and high-income settings. Recognising the limitations of existing guidance, particularly the lack of contextual testing and practitioner input, this document serves as a preparatory step toward a co-developed and contextually adapted guidance process to be tested with EiE practitioners in 2026, with findings informing a revised and updated guidance document.
