In 2025, EdTech Hub conducted a qualitative implementation study of UNRWA’s Blended Learning Programme (BLP), which had been piloted in 30 schools in the West Bank. The full study was commissioned by FCDO to support UNRWA’s internal learning and strategic decision-making as it considers the adaptation, consolidation, and potential scale-up of blended learning across the West Bank and other fields of operation. It focuses on how the programme was experienced by stakeholders and highlights the individual-level, organisational and contextual conditions that enabled or constrained implementation. This document is a summary of the full implementation study report. It summarises the study’s findings for external audiences and distils details of the programme’s key features. It also presents the study’s methodological approach and lessons for others seeking to design and implement blended learning in fragile contexts.
