This topic brief examines ethical governance of AI in education in Southeast Asia and analyses how private EdTech companies’ terms and conditions and privacy policies align with national and regional ethical commitments for the safe and responsible use of AI in education. Drawing on analysis of selected providers’ policy documents alongside relevant national legislation and regional frameworks, the brief explores how key issues such as data protection and privacy, child safety, transparency, accountability, and AI-related disclosures are addressed in practice. It identifies areas of alignment as well as gaps where safeguards, disclosures, and responsibilities may be unclear, insufficiently articulated, or difficult for users to understand. The brief argues that strengthening ethical use of AI in education requires not only high-level principles and policy commitments, but also stronger provider-level transparency and more consistent implementation of rights-informed safeguards. The brief also provides recommendations for policymakers, educators, and EdTech providers to support safer, more accountable, and contextually grounded use of AI in education in Southeast Asia.
